ORGANIZATIONAL RESOLUTION OF THE
INTERNATIONAL TROTSKYIST OPPOSITION

Adopted by the International Coordinating Committee
of the International Trotskyist Opposition

1. The International Trotskyist Opposition (ITO) is a tendency in the United Secretariat of the Fourth International (USFI) and the world Trotskyist movement and organizes its internal life and external activity accordingly.

2. The highest body of the ITO is the International Conference, which must be held at least every two (2) years. The delegates to the Conference will be elected by the ITO members in each country, in a ratio of delegates to members to be determined b! y the International Coordinating Committee.

3. The International Conference will elect an International Coordinating Committee (ICC), whose size will be established by the Conference. The International Conference will determine the overall political line of the tendency, and the ICC will coord! inate the international activity of the tendency around that line.

4. In 1992 only, the ICC will be elected by the organizations uniting to form the ITO as follows (in alphabetical order): the Faction for the Trotskyist International (FTI), four (4) members; the Leninist Tendency of the Fourth International Associat! ion (AQI) of Italy, one (1) member, not from the FTI; the Trotskyist Faction of Socialist Action of the US, one (1) member; the Trotskyist Opposition of the International Socialist Group (ISG) of Britain, one (1) member, not from the FTI; and the Trotskyist! Opposition of the Revolutionary Communist League (LCR) of France, three (3) members. The ICC also will include a representative of the ITO supporters in the Socialist Workers Party (PST) of Algeria and additional elected representatives of ITO supporters i! n other countries as they join the tendency.

5. The ITO will maintain an organized internal life, including International Conferences, ICC meetings, regular international communication, and an Internal Discussion Bulletin.

6. The ICC will appoint a Secretariat from among its members to organize International Conferences and ICC meetings, to publish the Internal Discussion Bulletin, and to produce any other publications. The ICC will set contributions from each n! ational unit of the tendency to cover the costs of these activities.

7. The ITO will deepen the discussion in our ranks on the political questions related to our struggle in the USFI and in general.

8. The ITO seeks to regroup in its ranks all the consistent Trotskyists in the USFI. We will contact all tendencies or groups of comrades moving toward a position of left opposition to the line of the International majority. We must pay particular at! tention to sections outside the imperialist centers.

9. The ITO will conduct a tendency struggle in the USFI against the revisionist and liquidationist line of the International majority, on the basis of the "Declaration of Principles of the International Trotskyist Opposition" and other documents we p! roduce. In particular, we will oppose the International majority's attempts to liquidate the fight for Leninist parties, which is part of their abandonment of the struggle for the proletarian dictatorship. Our intervention will be directed toward the strugg! le around the Fourteenth World Congress.

10. The ITO will campaign for the proposal of a world Trotskyist congress, whose objective would be to advance the regroupment of consistent Trotskyists and the construction of a unified Fourth International on the basis of the Trotskyist program. Th! is can be achieved through a process of regroupment, of splits and fusions, arriving at a "common understanding of events and tasks," which is the basis of programmatic unity.
